If Glasgow's teacher numbers had dropped by the average 1.4% the Government would not have met its own target on teacher numbers

Herald figures showed 24 of 32 councils cut teacher numbers in 2010-11 despite the national deal; Glasgow recorded the biggest rise, adding more than 100 teachers, which its council leader said kept the national target intact.
