Aberdeen had a record 137 teacher vacancies, up from 93 in August, despite a £5,000 'golden hello', relocation packages of up to £7,500 and cheaper housing; Aberdeenshire cut its unfilled posts from 87 to 45. City and SNP councillors traded blame.
