Edinburgh proposed a £4m cut to inclusion spending as part of £30m of 2025/26 savings. Council papers said teachers' salaries are 25% of net spending (£261m), with 400+ teaching posts added since 2016. Officers said savings would be hard to find without affecting staff numbers.
