Teacher levels are the highest this decade and the number of primary teachers is the highest since 1980.

FTE teacher numbers rose by 447 to 51,959, the highest since 2010, but fell in 10 of 32 councils; Labour said there were still 3,000+ fewer teachers than in 2007 and that Attainment Challenge cash was funding posts.
