Was 1 week away from permanency and my continuous service was broken. How is this fair on an employee mental health?

My (almost) continuous employment for 4 years post probation proves there is a need for more staff yet no positions to apply for.

In January they called us to a meeting to tell us this would not be happening and that we should still be grateful that they gave us the opportunity of our probation year and they could not guarantee supply interviews.

Since schools returned in August I have not had any work. Further, to get onto a permanent supply you have to have 2 years continuous service, this seems impossible when not getting any work at all.
